Drugs: Prohibit, Legalize or decriminalize?

Uruguay recently approved the legalization of marijuana, an incredible feat that needs merely to be approved by the Senate in order to take full force. Shortly before this, in the United States, as a result of a plebiscite that took place during the presidential election, the recreational use of marijuana was legalized in a number of states. Yet, these are the exceptions. In the majority of countries, selling marijuana is illegal while use is controlled or informally tolerated. What is the ideal policy concerning drugs? What is the role of the state? Can marijuana generate psychological dependency? The institute has invited Henrique Carneiro professor of Modern History at USP, and Arthur Guerra founder of the Group of Interdisciplinary Studies of Alcohol and Drugs at the Institute of Psychiatry of the Hospital das Clínicas.
