he education secretary of Sao Paulo says Brazil needs to get rid of instead of corporatism and give incentives to deserve.

As state secretary of Education in São Paulo, Professor Maria Helena Guimarães de Castro, 61, runs a network of 5,500 schools, 250,000 teachers and 5 million students. No other country comes close to such numbers. It is precisely in this universe that will be deployed for the first time in Brazil a system under which schools will become academic goals on the horizon and will get more money if they can meet them.
