The old model of central planning has fulfilled its task and run its course. A subtle awareness that something very wrong was happening to the energy sector in recent years permeated the country's energy community. The default was widespread, from distributors to energy suppliers, from the energy sector to the national treasury and from the industrial plants to the service providers. For the fierce corporatist power sector, the outlook was one of total bewilderment.
