This article is the first result of a research project dedicated to diagnosing the chronic causes of fiscal imbalances between Brazilian states and municipalities. Economist Marcos Mendes, licensed consultant to the Federal Senate, developed this project while occupying the research chair of Octávio Gouvêa de Bulhões at the Fernand Braudel Institute of World Economy.
