Note Concerning the Constitutional Amendment that Limits City Council Spending

The high cost of city council.

The National Congress recently approved constitutional amendment N. 15- A/98, which restricts city council spending to a percentage of municipal revenue (measured by the sum of tax revenue with the constitutional transfers received by the municipality). This note aims to assess the importance of measuring and how rigid the established limits are.
