Open Letter to the President on Violence and Public Security

Author: Norman Gall and José Vicente da Silva Filho | April 2000

The Federal Government was late in recognizing the weakness in our public safety system, noticing long after the Brazilian people get tired of shocking news of violence without the prospect of solution. Last Thursday the president said: “We have arrived at a point where it is no longer possible to withhold support and, maybe more than this, to withhold action upon our constitutional mandate in questions of public security and in the fight against violence and drugs, which have become national problems”. As your president said: “Brazil is tired of impunity and corruption.”
