Since 1988, Brazil has experienced a great decentralization in federal financial resources to states and municipalities. At first, there was a transfer of resources without a clear transfer of functions. The result was, at first, the fiscal imbalance of the state. In addition, increased freedom to apply resources received by states and municipalities did not always result in investments in strategic areas such as public health and basic education.
