Governance conditions in São Paulo Municipality between 2001-2004.

The city of São Paulo is in a tax trap, because it spends almost half of its budget, financed by tax revenues, on expenses normally focused on attending the poorest populations (health, education, housing and public transport). The solution to this problem is to expand federal funding for the municipality’s social actions and to redefine the constitutional role of municipal governments.
